An agent from another agenda with overlapping authority.
Threat File — Rival Inquisitorial Agent
TR 5 · Renegade Imperials and Imperial AdversariesSaves: Willpower +5
Proficiencies: Guile +6, Stealth +6, Insight +5, Awareness +5
Parallel Warrant. The agent carries authority comparable to the party's; contests of jurisdiction resolve socially, not legally.
Tradecraft. The agent has Advantage on Stealth and Guile checks and on checks to detect surveillance or tails.
Handler's Network. Once per scene, the agent reveals that an NPC the party trusted also reports to this agent.
Compact Pistol. Ranged Attack: +5 to hit, range 30/90 ft., one target. Hit: 1d8 + 3 ballistic damage. The agent can draw and fire the concealed weapon as part of this action.
Burn the Asset. The agent destroys, extracts, or flips one source of evidence or one informant the party was counting on.
We Want the Same Thing. One creature that can hear the agent makes a Willpower Save DC 13. On a failure, it cannot target the agent with attacks or hostile actions until the agent harms it or its allies — the offer sounds too reasonable to shoot.
Morale: Disengages when compromised; escalation to open violence between Inquisitorial retinues is a last resort — for both sides.
Tactics: Keep this enemy one step ahead in the investigation, not the gunfight. It steals leads, poisons relationships, and offers alliances that cost more than they pay. When violence comes, it is brief, deniable, and followed by paperwork.
Loot / Evidence / Hooks: A rosette-stamped cipher case whose contents implicate the party's own operation as much as the rival's.
Enemy Dossier
GM ReferenceA Rival Inquisitorial Agent is a competent operative serving another Inquisitor whose agenda overlaps, crosses, or directly contradicts the party's. Both sides carry legitimate authority; only one mission can win.
Use this enemy to complicate investigations — stolen evidence, turned contacts, parallel operations, and standoffs where shooting first is a political catastrophe.
Threat Profile: Low durability, moderate combat skill, high Guile and tradecraft, dangerous through information warfare and shared authority rather than force.

Compact Pistol. Concealable ranged attack, drawn faster than expected.
Burn the Asset. Destroys, extracts, or flips one source of evidence or one informant the party was counting on.
We Want the Same Thing. Social action; forces a Willpower or Insight contest to sell partial cooperation on the rival's terms.
