The Errand. The emissary has a single objective the GM chooses; it ignores everything else, including grievous wounds and obvious bait, unless directly blocked. It moves through barricades, walls, and wrecks as difficult terrain at worst. Reducing its Vitality to 0 kills it, but most forces defeat it by destroying, moving, or denying its objective — at which point it withdraws.
Emissary Frame. The emissary ignores any single hit that deals 10 or less damage, and it cannot be Frightened, Stunned, or knocked Prone by man-scale creatures. Attrition is a delaying tactic, not a solution.
Purposeful Dread. The first time each scene a creature watches the emissary ignore it, that creature makes a Willpower Save DC 18 or is Frightened until the end of its next turn. Being beneath notice is its own horror.
Sweeping Dismissal. A massive melee arc clears its path. Each creature within 15 feet makes a Strength Save DC 18, taking 3d10 + 8 bludgeoning damage and being hurled 15 feet and knocked Prone on a failure, or half damage on a success.
Bio-Cannon Pulse. Ranged Attack: +12 to hit, range 120 ft., one target. Hit: 4d10 + 6 energy damage. Structures and vehicles take double damage. It uses this only on obstacles it cannot walk through.
Consume the Objective. When the emissary reaches its goal, it begins the thing it came for: extraction, consumption, or execution, on a visible three-round timer. Each round of the timer it acts only to complete or defend the errand.
Dismissive Backhand. When a creature within 15 feet damages the emissary with a melee attack, it may sweep that creature aside. Melee Attack: +12 to hit. Hit: 2d10 + 8 bludgeoning damage and the target is pushed 10 feet.
Morale: Does not make Morale checks — no self-preservation, no deviation. It withdraws only if the objective is destroyed, moved, or completed; its own survival is not a consideration.
Tactics: Give it a destination, a visible route, and a timer, and build the encounter as denial — collapse the approach, move the thing it wants, feed it delays that each cost the party something real. Broods near it inherit its priority and flow around the party toward the objective. If it completes the errand and leaves, that is a campaign event, not a miss.
Loot / Evidence / Hooks: Whatever the emissary was sent to take is now the most important object in the war zone — and its carcass carries the hive mind's map of why.

GM ReferenceA norn-type emissary is the hive mind's fixation given a body: a towering bio-horror dispatched not to win a battle but to accomplish one specific thing — reach the vault, consume the archive, kill the individual. Everything between it and its purpose, including the party, is a rounding error.
Use this threat as an objective encounter — an unstoppable force with a destination, where the party's job is to delay, divert, or deny it rather than duel it.
Threat Profile: Extreme durability, mission-fixated behavior, devastating melee and bio-weaponry it barely bothers to use, synapse presence, objective-based defeat strongly recommended.
