Threat File — Cult Enforcer
TR 2 · Chaos & HereticsSaves: Toughness +4
Proficiencies: Intimidation +4, Athletics +4
Whip Hand. Cult allies within 15 feet may not voluntarily retreat while the enforcer is conscious.
Thick Scars. The first time the enforcer takes damage each round, reduce that damage by 2.
Chain and Maul. Melee Attack: +4 to hit, reach 5 ft., one target. Hit: 1d10 + 2 bludgeoning damage. A bloodied target hit by this attack must make a Toughness Save DC 12 or be knocked Prone.
Make an Example. The enforcer strikes or executes a cult ally within reach. Until the end of the next round, other cult allies within 30 feet may reroll one failed Morale check.
Morale: Fights while cultists remain to witness it; slips away if left alone with no one to bully.
Tactics: Stay inside the mob, not ahead of it. Punish anyone who wades into the rabble, and murder its own troops to keep the rest fighting; killing it visibly breaks a cult line fast.
Loot / Evidence / Hooks: A brutal maul, a fistful of extorted valuables, and a roster of cultists it was paid to keep in line.
Enemy Dossier
GM ReferenceA Cult Enforcer is the cell's muscle: a large, cruel believer whose job is keeping weaker heretics pointed at the enemy. It fights with clubs, chains, and the certainty that the cult fears it more than the Imperium.
Use this enemy to stiffen rabble formations, guard leaders, and give melee-focused characters something worth hitting.
Moderate durability, solid melee pressure, intimidation-based ally control, no answer to ranged kiting.
Whip Hand. Cult allies within 15 feet may not voluntarily retreat while the enforcer is conscious.
Thick Scars. Reduces the first instance of damage it takes each round by a small amount.
Chain and Maul. Heavy melee attack that can knock a bloodied target prone.
Make an Example. Strikes or executes a cult ally; other cultists within 30 feet reroll their next failed Morale check.
Morale: Fights while cultists remain to witness it; slips away if left alone with no one to bully.
Tactics: Keep the enforcer inside the mob, not ahead of it. It should punish party members who wade into the rabble and murder its own troops to keep the rest fighting. Killing it visibly is one of the fastest ways to break a cult line.
